The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is America's largest integrated health care system with over 1,700 sites of care, serving 8.76 million Veterans each year. The AVAIL - Accelerating VA Innovation and Learning - indefinite delivery/indefinite quantity (IDIQ) contract serves as an opportunity to further the VA's long-standing tradition as a pioneer in medical innovation and VHA's journey towards excelling as a learning organization by offering VHA and the Office of Healthcare Innovation and Learning (OHIL) the availability to augment its ongoing design, development, and testing efforts around healthcare innovation in order to looking to increase efficiency and optimize their clinicians' professional capabilities as well as to be better prepared to handle unexpected challenges, such as the COVID pandemic. OHIL has identified 5 major innovation task categories or "growth areas" in which ongoing efforts are focused on: (1) Personalized Care; (2) Data Transformation; (3) Digital Care; (4) Immersive Technology; and (5) Care and Service Delivery Models. AVAIL will augment VHA and OHIL's capacity, through subject matter expertise, to design, develop, and test novel solutions and accompanying care and service models in the real-world setting of the VHA, ensuring that solutions create meaningful valuefor VHA clinicians, administrators, caregivers, and most importantly, Veterans, before being scaled into clinical production.

Leidos is looking for a Sr. Program Manager to serves as the senior program manager on a contract to develop and drive innovative care and payment models that advance high-value care and deliver holistic impact for Veterans and the Department of Veterans Affairs (VA). Specifically, Center for Care and Payment Innovation (CCPI) is focused on developing a performance-based payment innovation model for care delivered in the home.

Primary Responsibilities

  • Serve as lead contractor and single point of accountability support on this contract and provides oversight to contractors.
  • Facilitate information flow between VA leadership, Office of Healthcare Innovation and Learning (OHIL), government staff, and Leidos staff.
  • Prepare and submit status reports on work performed and ongoing and/or final analyses and reports (e.g., reports identifying and assessing clinical and business models designed to meet defined VA objectives and parameters).
  • Provide oversight regarding contract expenditures.
  • Analyze cost and pricing data submitted to verify and substantiate direct and indirect costs.
  • Assign appropriate resources to accomplish tasks.
  • Oversee internal auditing of contract performance, internal program assessments, quality of work, and quality and timeliness of deliverables.
  • Prepare program summaries and reports for OHIL leadership and others as required and/or requested.
  • Provide advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity and make overall improvements for the program.
  • Provide ad hoc reports as requested.
  • Ensure full compliance with all contract requirements, schedules, and provisions.

Basic Qualifications

  • Master's Degree with 10+ years expertise in biomedical research and healthcare innovation strategy.
  • Experience managing complex, healthcare innovation programs with focus on clinical and operational outcomes.
  • Significant knowledge of program/project operations and developing procedures, planning, and directing execution of the technical, programming, maintenance, and administrative support efforts.
Pay Range:Pay Range $139,750.00 - $215,000.00 - $290,250.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
