The Pre-Construction Manager (PCM) reports to TEN's Vice President, Construction, and is accountable for the external costs of all projects prior to the Company entering into contracts with Customers. The PCM will be responsible for project scope costs, master service agreements and pre-construction deliverables of all the Company's selected sub-contractors for the ultimate delivery of solutions to Customers. This will include close coordination with the Company's Development, Engineering and Design teams to prepare budgets and schedules and, negotiate with subcontractors and equipment suppliers to put the Company in the best position to compete for business and deliver on commitments made in contracts with Customers while reducing the risk to deliver to the greatest extent possible.
The ideal candidate has experience with mechanical estimation and additional experience in design build/design assist contracts and budgeting. This candidate is, also ideally experienced in conceptual and schematic budgeting and pricing.
Responsibilities
- Perform preliminary site inspections.
- Define and develop scopes of work in collaboration with development, engineering, and construction team members with heavy emphasis on mechanical, electrical, plumbing and building automation systems and equipment.
- Develop and maintain bid list and relationships with subcontractors.
- Prepare Company bid packages and Scopes of Work (SOWs) for subcontractors.
- Obtain bids from subcontractors and vendors and negotiate pricing.
- Identify areas of value engineering in collaboration with subcontractors.
- Assist with developing construction timelines and scheduling parameters.
- Prepare accurate and comprehensive conceptual budgets and job cost proposals, including GMP, FFP, lump sum and design-build bids.
- Identify, assess, and recommend appropriate levels of project contingency.
- Ability and/or desire to Support the Company's as a Service (aaS) business offerings, assessing and preparing budgets and cost proposals for operating and maintaining building system assets on behalf of Customers is ultimately desired but not necessary.
- Interface directly with Customers, subcontractors, equipment suppliers, architects, engineers, as required.
- Assure that budgeted costs are with qualified contractors.
- Evaluate and grow relationships with diverse businesses.
Competencies
- Minimum 10 years' experience in related institutional and commercial building construction.
- Advanced understanding of building systems and opportunities for efficient upgrades.
- Understanding of project estimating, especially as it relates to building mechanical, electrical, plumbing and automation systems and installation.
- Knowledge of current unit pricing related to building systems and general contracting.
- Proficient in quantity take-offs and square foot estimating.
- Thorough understanding of current building construction systems means and methods.
- Familiarity with current building codes.
- Familiarity with construction safety requirements.
- 30hr Occupational Safety & Health Administration (OSHA) Construction Safety & Health certification preferred.
- Familiarity with construction contracts, construction law, and bonding and insurance requirements.
- Appreciation for and understanding of the information required by Customers to make building system improvement decisions, particularly the cost of installing proposed energy efficiency projects.
- Ability to identify and validate the incremental cost of all proposed energy efficiency projects.
- Knowledge of engineering and construction practices in retrofit / renovation applications obtained through demonstrated experience.
- Ability to read and interpret building system drawings, plans and specifications.
- Ability to use a computer, word processing, presentation, spread sheeting software and mobile applications.
- Experience with Procore and Microsoft Project is preferred.
- Ability to develop schedules of work including cost loaded budgets and project schedules.
- Additional qualifications in business or risk management a plus.
- Prior relevant experiences in the energy industry are not mandatory but are a plus.
- Experience with mechanical estimating software is preferred.
- A current Drivers License required.
