Job Description

In alignment with the Novartis strategy, the purpose of this role is to lead, develop, implement, and oversee effective Environmental Management and Radiation Safety programs and provide direction to any dedicated HSE associates in line with local, regional and global expectations.

This position will lead the development, implementation and continual improvement of critical environmental regulatory compliance and radiation safety programs for the Cambridge site. This role will provide guidance and support on these program areas and ensure effective integration into the overall Health, Safety and Environment Management system at the site.

In this role at the Cambridge site, the Manager provides technical expertise and leadership for a number of Health, Safety and Environment (HSE) activities and objectives as determined by the site's needs:

Environmental Management
*Serves as the site's main point of contact on all environmental compliance matters, responsible for maintaining compliance for all environmental related programs, including with regulatory permits waste management, air and wastewater programs, etc.) and associated permit submissions.
*Oversight of the site's Waste Management Program, to ensure efficiency and regulatory compliance, focused on the off-site treatment and disposal of wastes, and identification of waste minimization opportunities.
*Responsible for the collection of the site's environmental performance data and prepares/submits the site's reports via the Novartis Data Management System in an accurate and timely manner.
*Providing direction, leadership and expertise on environmental related issues including interpretation of regulations and internal Novartis requirements, knowledge of best practices, and formulation of strategy to provide pragmatic solutions.
Radiation Safety Program
*As the site's Radiation Safety Officer, serve as the main point of contact on all matters related to radioactive use at the site, responsible for the radiation safety compliance;
*Oversight and execution of the site's radioactive material license and ensure compliance with the conditions of the license and the MA DPH, NRC, DOT and OSHA regulations. The position will administer the radiological, laxer, and x-ray safety training for the site.
*Collaboration with other HSE team members in chemical safety and biological safety to deliver a robust laboratory safety program.

General Responsibilities
*Serves as key contact for designated disease area(s), responsible for attending laboratory tours with department leadership, serve as investigation lead for designated disease areas for events (incidents, near miss and/or good catch) reported, recommending and supporting corrective action implementation.
*Support and conduct risk assessments of work areas with hazardous or potentially hazardous processes as needed and/or requested. Collaborating with research associates to implement control measures to lessen and/or mitigate risks associated with tasks.
*Ensures that robust systems are in place to demonstrate and verify compliance with all pertinent Novartis HSE Management System, Handbooks and Global Operating Procedures, and associated HSE regulations, permits, statutes, local ordinances and/or other externally driven requirements.
*Ensures that HSE services are provided to the site in an effective and efficient manner.
*Partner with site leadership regarding HSE issues and solutions.

The pay range for this position at commencement of employment is expected to be between: $118,400.00 and $177,600.00 USD per year; however, while salary ranges are effective from 1/1/23 through 12/31/23, fluctuations in the job market may necessitate adjustments to pay ranges during this period. Further, final pay determinations will depend on various factors, including, but not limited to geographical location, experience level, knowledge, skills and abilities. The total compensation package for this position may also include other elements, including a sign-on bonus, restricted stock units, and discretionary awards in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave), dependent on the position offered. Details of participation in these benefit plans will be provided if an employee receives an offer of employment. If hired, employee will be in an "at-will position" and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.

Minimum requirements

What you will bring to the role:

Minimum BA/BS in a safety management, industrial hygiene, environmental science, occupational health and/or medicine, engineering, or related field. Masters Degree preferred. One or more relevant professional certifications also strongly recommended (PE, CSP, CIH, CHMM or other).

Experience: 5-10 years of relevant Health, Safety, Environment program experience, preferably with 3+ years of that experience at a managerial level.

Skills:
Highly motivated self-starter with a willingness to assume responsibility, take ownership for his/her work and intelligently challenge the status quo. Competency in analytical and problem solving skills. Ability to develop and maintain partnerships with internal as well as external organizations to achieve goals. Ability to build relationships and manage key vendors. Strong leadership, influencing and communication skills. A working knowledge of pharma or biotechnology industry and the peculiarities of pharma Health, Safety, Environment & Business Continuity issues is a plus. Strong working knowledge and experience with HSE Regulations, HSE Management Systems, Risk Management, Auditing Expertise, Incident Response & Crisis Management (Novartis Emergency Management Program), Scientific Process Knowledge and Laboratory Safety.
