Business Manager

Lawrence Berkeley National Lab's (LBNL) Advanced Light Source (ALS) Division is seeking a dynamic Business Manager to spearhead key aspects of our operations. In this role, you will play a pivotal role in providing leadership and management in the areas of budgeting, workforce management, and administrative services, and more. The Advanced Light Source is a U.S. Department of Energy (DOE) Office of Science national scientific user facility whose excellent scientific reputation, expert staff, and capabilities in the soft x-ray, hard x-ray, and infrared regimes attract over 1,600 academic and industrial users each year in disciplines spanning physical, chemical, materials, biological, energy, and Earth sciences. It is one of five Berkeley Lab user facilities that serve a combined 11,000 users annually. The ALS has been a global leader in soft x-ray science for more than two decades and is currently undergoing a large-scale upgrade (ALS-U) that will endow the facility with state-of-the-art x-ray capabilities. It's an exciting time to join our team!

What You Will Do:



  • Work closely with ALS Group Leaders, Program Leads, and Staff, and occasionally with Division Director and key Deputies.
  • Provide direction, leadership, and management support for various ALS functions including Budgeting/Forecasting, Reporting and Metrics, Workforce Management, and Administrative Services.
  • Responsible for the day-to-day management of a $100M financial portfolio, including budget formulation, financial analysis, reporting, and overseeing Financial Resource Analysts.
  • Provide consultation and advice to leadership and staff on moderately complex business issues including internal business practices within division programs, funding uncertainties, monthly reporting and variance analyses, and business/administrative policy issues.
  • May represent ALS in presenting financial and operational information in reviews and audits with internal and external agencies or sponsors.
  • Interpret and implement moderately complex financial, administrative, and operational LBNL, UC, and or other regulatory policies.
  • Develop and implement policies and procedures to support effective administration in executing scientific/programmatic goals and ensuring regulatory compliance.
  • May supervise administrative staff to ensure quality standards are met.
  • Provide support with financial preparation and presentations for ALS reviews, sponsor data calls, and other data requests.
  • Partner with LBNL Human Resources staff on day-to-day workforce management.
  • Serve as a liaison to key business and operations Departments including Finance, Human Resources, and Engineering.
  • May participate in LBNL-wide meetings and committees to address business and administrative policies and strategies.
  • Collaborate with the ALS-U organization for program success.



What is Required:



  • Bachelor's degree in Business Administration, Accounting or Finance or equivalent experience required.
  • Minimum of 8 years managing large, complex financial portfolios in a multidivisional organization or at least 4 years of management experience.
  • Leadership in financial oversight, budget formulation, financial analysis, and reporting; human resources workforce management, and business services.
  • Demonstrated supervisory experience with effective performance management and coaching.
  • Strong organizational skills and attention to detail.
  • Efficiently deliver business services in a complex, evolving environment.
  • Effective communication with senior management and external entities.
  • Excellent written and oral communication, collaboration, and negotiation skills.
  • Problem solving ability with sound judgment and decisive action.
  • Intermediate Excel skills and experience in database querying, business modeling, and metrics/dashboard creation.
  • Exceptional planning, strategic implementation, and analytical skills.
  • Proactive identification and resolution of divisional needs.
  • Ability to work as part of a team, including the ability to interact well with external collaborators and scientists.



Desired Qualifications:



  • Knowledge and understanding of DOE and UC policies, procedures and practices, and Contract 31.
  • Proficiency with accounting and budgeting principles including GAAP, the Federal Acquisition Regulations, and Cost Accounting Standards and demonstrated experience applying those theories and concepts to data analysis and decision support.
  • Working knowledge of Peoplesoft and COGNOS Business Intelligence financial applications.
  • Previous experience with unions and ability to understand union contracts
  • Experience working in a multidisciplinary scientific research environment, collaborating with a variety of researchers at all levels.

Notes:



  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
  • This position is expected to pay $121,092 - $151,356, which fits within the full salary range of $126,900 - $204,324 for this A30.5 Business Manager position. Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
