Job Description

The San Francisco Public Utilities Commission (SFPUC) is looking for an agile, dynamic, smart, and skilled programmer/analyst who can learn new systems quickly and is excited about enhancing, developing, and integrating new innovative business solutions for both the desktop and mobile platforms. Under the general direction of an IT Project Director, the Senior Programmer Analyst develops and maintains applications related to asset management for the SFPUC, primarily for the IBM Maximo asset management system and its integration with both SFPUC and other City departments' enterprise systems, e.g., GIS, CRM, CMMS, and data warehouse, financial and timekeeping systems.

Essential Functions:

  • Provide direct user support; troubleshoot and resolve production application, integration, and systemwide problems; assist with system administrative support as needed;
  • Interact with the users to define system requirements; test and debug systems; train the trainer on new applications;
  • Facilitate and conduct business requirements gathering and analysis workshops; develop business process diagrams (BPMN 2.0) and business process/use case documentation per workshops;
  • Design reports and develop intermediate to advanced level database SQL queries;
  • Develop, test, and support: system interfaces using Oracle PL/SQL or web services; mobile solutions using web services, Java/Javascript/Jython; Maximo application configurations;
  • Maintain data and operational integrity and security of systems;
  • Actively participate in testing and application of software upgrades; contribute to feasibility analysis, technology and software assessments; contribute to detailed project plans and schedules.

The 1063 Senior IS Programmer Analyst will perform other related duties as assigned.

Nature of Work:This position occasionally will require applicant to be available to work weekends and holidays as needed.

Qualifications

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND

Experience:

Three (3) years of experience in application or software development or programming

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Special conditions:

  • One (1) year of recent and verifiable Business Process Designexperience AND
  • One (1) year ofrecent and verifiable Oracle RDBMS SQL experience

The above minimum qualifications reflect special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this class code.

Desirable Qualifications:

  • Knowledge of IBM Maximo Enterprise Asset Management or comparable systems;
  • Experience with Cognos or BIRT reporting tools;
  • Experience in the water, wastewater, and/or utilities industry.

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ):Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Behavioral Consistency Questionnaire (BCQ) (Weight: 100%)

Candidates will be prompted to complete a BCQ as part of the recruitment process. The BCQ is designed to measure the following items:

  • Knowledge of coding, testing, and implementing complex technical/software programs;
  • Knowledge of Information Systems Business Process Design
  • Ability to use logic, data, and analysis to solve computer and systems problems;
  • Ability to clearly communicateboth orally and in written form to express ideas, policies, and technical issues with sharp business acumen.

Only qualified candidates will be notified of the exact date, time, and location of the examination.

Passing Score:Candidates must obtain a passing score on the exam in order to be placed on the score report for positions in this job class.

Candidates will be placed on the eligible list in rank order according to their final score.

Notices to Candidates:Qualified candidates will be sent notices via email for completion prior to the creation of the score report ("eligible list"). Each notice will include the date by which responses must be received. Failure to complete these steps by the established deadlines will result in disqualification.

Certification:The certification rule for the eligible list resulting from this examination will be Rule of the Seven (7). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report:A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) monthsand may be extended with the approval of the Human Resources Director.
