Budget Analyst Journeyman

St. Michael's Inc., an employee-owned company, has an opening for a Budget Analyst Journeyman with experience in Department of Homeland Security (DHS) Federal Protective Service (FPS) delivering "cradle-to-grave" budgeting services. Candidates should have experience in supporting mission delivery with informed decision-making by employing analytical capabilities and providing financial and budgetary transparency to support mission execution. The selected candidate must be able to align with St. Michael's core values of Excellence in Reputation, Candor, Commitment, Teamwork, and Dependability.

Location: Washington (NCR), DC

Active Clearance required: Must be able to obtain a Public Trust Clearance or possess an active Public Trust Clearance or higher.

Must be a U.S. Citizen

Required:

3 to 10 years of experience in the following areas:

  • Support the "cradle to grave" budget cycle in the following areas of expertise:
    • Budget formulation;
    • Spend plan creation; and
    • Execution of current fiscal year budgets.
  • Ability to communicate effectively, both orally and in writing.

Desired:

  • Perform all functional duties independently with little to no oversight.
  • Previous experience working at DHS FPS.

Duties include but may not be limited to:

  • Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.
  • Analyze budgeting and accounting reports.
  • Assist in recording obligations into the Financial System within two (2) days of obligation.
  • Work across the FPS organization to correct known obligation errors.
  • Assist with obligations to meet all documented policies and procedures, to include but not limited to correct subject classification, designation if real or accountable property, tie to the obligating document, etc.
  • Assist with 1st and 2nd level approvals by designated supervisory staff while maintaining separation of duties.
  • Provide supporting documents to questions arising about obligations.
  • Provide reporting on obligation timeliness, new obligations values versus contract closeout de-obligations, backlogs, and error rates.

Education:A Bachelor's degree in Finance, Accounting, Business, or related discipline is required (a Master's degree is preferred). Six (6) years' work experience may be substituted for a bachelor's degree. An Associate degree plus 4 years' work experience may be substituted for a bachelor's degree.
