ABOUT THIS ROLE

St. Michael's Inc., an employee-owned company, has an opening for a Budget Analyst - Senior with experience in Federal Financial Management Operations (FMO), delivering budget, finance, revenue, and performance capabilities to enable mission delivery to a large Federal Agency. Candidates should have experience in supporting mission delivery with informed decision-making by employing analytical capabilities and providing financial and budgetary transparency to support mission execution. Candidates should have substantial experience providing high-quality advice and direction, and ensuring financial management policies and procedures are transparent and consistently applied. Additionally, the Budget Analyst - Senior will possess knowledge in Financial Management, Budget, and Revenue. LOCATION
Washington DC on-site with potential for a hybrid (on-site and remote) schedule

Requirements
  • A master's degree is required in one of the following disciplines: Finance, Accounting, Business, or related discipline.
    • Twelve (12) years' work experience may be substituted for a master's degree. Bachelor's Degree plus 8 years' work experience may be substituted for a master's degree.
  • Eight (8) to ten (10) years of budget/financial management.
  • Five (5) years of experience in a supervisory or team lead position.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to conduct detailed research and analysis of technical and cost data.
  • Ability to read/interpret management policy, regulations, and directives.
  • The ability to work effectively with a group or independently.
  • Advanced organizational and leadership skills.
  • The ability to effectively manage several projects at one time.
  • Active Public Trust clearance

Primary Responsibilities
  • Providing budget justifications by compiling, comparing, and correlating information about current and future programs.
  • Leading junior budget analysts through completion of requested deliverables, and control daily activities by constantly measuring, evaluating, and correcting daily, routine, and emerging activities.
  • Performing budget formulation procedures/processes involving independent assessments and preparation of detailed analyses, budget estimates, special reports, and other documentation.
  • Performing budget execution oversight involving multi-year direct and reimbursable accounts involving the administration and review of requests for allotments of budget authority for distribution to regional activities nationwide.
  • Providing financial advisory services to an extensive and diverse customer base.
  • Providing constant status reports on all deliverables requested by the FMO Branch Chiefs, and Directorate Assistant Director, Directorate Director, and other Senior leadership as needed.
  • Using automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
  • Utilizing knowledge of the Planning, Programming, Budgeting and Execution process, OMB circulars, and Congressional Legislation.
  • Ensuring all Contractor work performed under this SOW is accurate and complete.
