Job Description

About the Contract Administration Bureau

The Contract Administration group within the Infrastructure Project Administration Bureau is responsible for procurement and execution of contracts. Within the Contract Administration group is a team of approximately 25 professionals responsible for development and adherence to procedures in procuring professional consulting services and construction contracts, including emergency, MOU/MOAs, grants, government to government, and alternative delivery contracts (e.g., design-build contracts) etc. This work includes preparation of Request for Qualifications (RFQ), Request for Proposals (RFPs), and Request for Bids (RFB); management of RFPs, RFQs, RFBs; selection and approval of contractors, including recommendation to award the contracts, and related contract execution.

About the Position

Under the general administrative direction of the Contract Administration Bureau Director, the Deputy Director of the Contract Administration Bureau acts at the level of a senior manager, with complex responsibilities managing procurement activities related to all SFPUC enterprises, including Hetch Hetchy Water and Power, Water System Improvement Program, Sewer System Improvement Program, Hetch Hetchy Improvement Program capital programs and repair and replacement projects.

The Deputy Director of Contract Administration Bureau will be responsible for analyzing current contract administrative procedures; assisting with strategic planning; guiding and implementing streamlined processes for contract preparation, execution and administration. This position will lead the development of procurement related administrative code changes; oversee development and implementation of a new SFPUC on-line procurement system; and will manage a team responsible for administering professional consulting service contracts and construction contracts. The individual will assist in establishing goals and key objectives for Contract Administration Bureau; contribute to the planning, organizing, and directing the efficiency and effectiveness of the SFPUC contract administration program; and ensure adherence to the City policies and procedures and State law in relation to Contract Administration including managing emergency contracts and issues.

The essential duties of this position include but are not limited to the following:

  • Directs staff for the development of strategy and the coordination of work related to all professional service and construction contracts, including but not limited to Memoranda of Understanding/Agreement (MOU/MOA), grants, emergency contracts, as well as working with other stakeholders such as Contract Monitoring Division (CMD), Civil Service, Office of Contract Administration (OCA) and other contracting departments.
  • Leads the Capital Program contract strategy development and implementation of contracting strategies within the SFPUC.
  • Assists in the development and review of all emergency, informal and integrated delivery construction contracts, all professional services procurement processes, including RFP/RFQ development, advertisement, consultant selection, protest defense, contract negotiation, certification, contract modification process, records management, administrative code compliance and all related matters.
  • Oversees the SFPUC Commission Agenda workflow management and administration of all contract related matters before the Commission.
  • Develops and makes presentation to the public, including stakeholder meetings and community groups regarding SFPUC contract strategies, vendor and outreach opportunities, policies, forms and templates, reports, methods, and procedures.
  • Manages and oversees the development of a new SFPUCelectronic on-line procurement system that will process all professional consulting services and construction contracting bidding processes.
  • Supervises and lead a team responsible for administering all construction and professional consulting services contract procurements; coordinates, reviews and approves contract changes during contract solicitation periods; interfaces with Infrastructure Engineering, Project, and Construction Management Bureaus as well as other Water, Wastewater, and Power Enterprises and other divisions on procurement matters.
  • Manages and leads the development and implementation of all emergency, informal and alternative-delivery construction contracts.
  • Works closely with Projects Managers, Project teams, andCity Attorney staff to prepare responses to protests and requests for information on various professional services and construction contracts and programs; investigates complaints referred by city officials and outside agencies and reports findings and proposed course of action to resolve such complaints.
  • Develops and implements processes for facilitating policy decisions for the awarding of contracts for SFPUC.

The Deputy Director of Contract Administration Bureau (0933 Manager V) is required to perform other related duties as assigned.

Qualifications

Minimum Qualifications:

Education:Possession of a bachelor's degree from an accredited college/university;AND

Experience: Six (6) years of full-time professional experience in administering professional services contracts and construction contracts, three (3) years of which must include experience supervising professionals engaged in construction contracting and procurement.

Substitution: Additional experience as described above may be substituted for the required education on a year-for-year basis, up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units or forty-five (45) quarter units.

Note:One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Desirable Qualifications:The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Possession of a JurisDoctor (JD) degree, Engineering degree, Master's degree in Business Administration or Public Policy.
  • Experience managing diverse professional and construction contracts project teams.
  • Experience navigating contracting administrative procedures and procurement processes in government sector.
  • Experience developing and implementing streamlined processes for contract preparation and administration.
  • Experience working with diverse audiences, including the Commission, staff, stakeholders, and the public.

Selection Procedures:

  • Skills to conceptualize, propose, and implement project initiatives.
  • Ability to manage a group or team of employees administering complex construction contract procurements.
  • Ability to demonstrate strong leadership, with the ability to work effectively withsupervisor, peers, staff, and others in the organization.
  • Ability to conduct contract analysis and facilitate resolution of disputes prior to contract awards and amendments/modifications.
  • Ability to understand construction and/or professional contract procurement approaches, concepts, and complex legal documents.
  • Ability to produce high quality and timely work products on a consistent basis, and within committed schedules.
  • Ability to effectively communicate in writing with various audiences.

Eligible List/Score Report:A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only.
