Appointment Type: Full-Time Temporary (FTT)

Location: Oak Ridge, TN or Remote (U.S. Based Locations)

*Salary Range: $69,867 - $97,191

PURPOSE: The ORISE STEM Workforce Development (ORISE-STEM-WD) Assessment and Evaluation (A&E) Data Analyst will be a primary resource for data analysis, visualization, and reporting of social science survey data. The individual in this position will propose and implement data analysis projects of interest to study sponsor(s) and make recommendations for improvements if necessary. This person will perform moderately complex data exploration, analysis, and quality control/quality assurance processes to support A&E projects.



Responsibilities

    Works closely with and assists project and portfolio managers in ORISE-STEM-WD A&E to identify, propose, and implement multivariate quantitative and qualitative studies to answer sponsor-driven evaluation questions.
  • Develops an understanding of sponsor's research questions, needs, and interests, and identifies opportunities to leverage data to provide actionable insights with the support of program staff.
  • Applies organizational skills to assess and prioritize analyses within guidance from project and portfolio managers.
  • Monitors and manages quantitative and qualitative survey data received from internal and external sources, including data management within spreadsheets or more formal databases, data cleaning, quality assurance, matching records across data types, merging data sources, and identifying outliers.
  • Identifies, explores, and proposes solutions to data management or quality problems.
  • Explores data, identifies questions of interest to sponsor, and independently completes analyses, prepares data tables, and interprets findings.
  • Prepares and follows data analysis plans ranging from simple to complex.
  • Develops and documents automated and manual methods and pipelines for analysis of large-scale social science studies utilizing survey and administrative data for up to 3,000 respondents.
  • Independently drafts deliverables (including narrative reports, organized datasets, crosstabulations, and data dashboards) and revises with guidance from sponsor and program staff.
  • Prepares interpretations of findings, key takeaways, and high-quality data visualizations to communicate findings to specialized or general audiences.
  • Conducts quantitative statistical analyses on data to answer research questions and improve decision making based on knowledge of key STEM workforce assessment and evaluation constructs.
  • Proposes and independently implements simple to complex statistical analyses appropriate to each project.
  • Serves as a resource to staff conducting analyses on multiple projects.
  • Conducts qualitative analyses on data to answer research questions and improve decision making.
  • Develops, documents, and shares methods for automating qualitative analysis of open-text survey data.
  • Develops, documents, and shares methods to ensure data quality, proper management and organization of data, and adherence to data hygiene practices.
  • Drafts and refines standard operating procedures with the support of project and portfolio managers.
  • Develops, documents, and shares methods to standardize and automate single or recurring reports.


Qualifications

Bachelor's degree in business, scientific, technical, education or related field and 3-5 years of job related experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements. A degree in applied math, engineering, statistics, information technology, data science, or other analytical field that would require analysis of social science data is preferred.

  • Required experience includes:
    • Experience with social science surveys.
    • Data cleaning and quality checking based on established guidelines.
    • Extensive experience using spreadsheets, including the ability to use pivot tables, conditional formatting, and nested formulas.
    • Development of data analysis plans and reproducible pipelines.
    • Data analysis (trends, descriptive statistics, crosstabs, percentiles, multivariate analysis, propensity score analysis, inferential statistics, statistical modeling, etc.) and visual representation of data.
  • Preferred experience includes:
    • Use of SAS, SPSS, and/or R software, or another similar software/tool, for data manipulation, calculation, and graphical display.
    • Development and use of relational databases.
    • Experience building interactive dashboards (e.g., with MS Power BI) that allow users to manipulate data with filters.
    • Understanding of STEM education and internships, scholarships, and fellowships.

*The candidate's starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate's qualifications to determine salary.
